The National e-Governance Plan (NEGP) of Government of India recognizes to undertake three core projects of State Wide Area Network (SWAN), State Data Centre (SDC) and Citizen Service Center (CSC). Out of these three core projects, the state Wide Area network (SWAN) has been considered as the converged backbone network for data, voice and video communications. The proposal for setting up of Haryana State wide Area network (ADHAAR) was approved by Department of Information Technology (DIT), Government of India with total estimated outlay of Rs. 102.62 crores. Out of this Rs. 62.62 crores is to be funded by DIT, Government of India for providing the CAPEX for vertical connectivity and State Government is to contribute Rs. 40.00 crores towards the OPEX for Haryana State Wide Area Network. The High power committee of the State constituted for the purpose under the Chairmanship of Hon'ble Chief Minister finalized M/s Tulip (L1) as a BOOT operator for establishing and managing the Haryana State Wide Area Network at Total cost of Rs. 62.80 crores in its meeting held on 09.11.06. The said network has been made operational by setting up of one State Network management centre (SNMC) at New secretariat Chandigarh, 22 district management network centre (DNMC)at each District, Haryana Civil Secretariat, Chandigarh and Haryana Bhawan New Delhi and 126 Block network management centres (BNMC) at each Blocks/subdivisions/tehsils/sub tehsils with in the Timelines. The 278 horizontal offices of the departments such as Finance Revenue, Panchayats, Local Bodies, Excise & Taxation and Transport located all over the State has also been made operational. Here, it is to mention that Haryana is the first State to take up both vertical and horizontal connectivity under SWAN in one go. The Haryana State Wide Area Network was inaugurated by Hon'ble Chief Minster on 05.02.08. The first State to implement Wide Area Network in the Country. The State Headquarter has been connected on a 10 Mbps cloud of BSNL with all the District Headquarters and between district headquarters to block headquarters on dedicated 2 Mbps lease line link hired from M/s BSNL. Also the respective horizontal offices are connected with State Headquarters, District Headquarters and Blocks on 2mbps dedicated lease line link. In addition to this, M/s Cybernet Haryana (M/s Reliance) and M/s Bharti Airtel are also providing free point to point bandwidth of 2X2 Mbps from State Headquarter to each District Headquarters on Haryana SWAN, under Right of Way (RoW) agreement signed by these service providers with Haryana Govt. The state network management centre (SNMC) established at Chandigarh under this network is connected on BSNL MPLS cluster through a Bandwidth of 10 mbps. Further, a dedicated 10 mbps link has been provided between SNMC and DNMC at Civil Secretariat, Haryana Chandigarh. All other DNMCs, BNMCs and Horizontal offices have been connected through 2 Mbps links. Also a 6 mbps internet link has been provided on this network which is being enhanced upto 10 mbps. The Networking equipment so installed under this network is of Cisco make. The enterprise edition of Network Management System (NMS) for the monitoring and management of the network is of Computer Associates. The architecture of whole network is based on the open standard and has been designed after taking into account the current and future expansion requirements and as such is capable to cater all the requirements of State Govt. Further, to ensure the availability of the services and the optimum utilization of the network, a Service Level Agreement has been executed with the BOOT operator and M/s BSNL. As per the service level agreement the BOOT operator is to ensure a minimum uptime of 99% for the entire network and in the case of M/s BSNL, the uptime for the availability of the connectivity is 98%. Enough safeguards have been built in the agreements to ensure the availability of the requisite uptime. As per the guide lines of Govt. of India , a third party agency i.e. M/s Equant Technologies had been appointed by the corporation on behalf of the state govt. for monitoring the performance of the network. The phase-II of Haryana State Wide Area Network has been implemented by M/s Spanco Telecom which was finalized by Special High Power Purchase Committed in its meeting held on 05.12.07 In phase-II another 124 offices of departments such as Agriculture, Education, Industry, Food and Supply, Women and Child Development and Social Security & Justice, HARSAC and Revenue (Kanungo Circle, Sirsa) had been connected on Haryana State Wide Area Network. An amount of Rs 2.93 crores have been incurred on providing the said connectivity. In addition, 39 courts including High Court at Chandigarh and 20 jails of Haryana including office of DG prisons at Panchkula had also been connected on this network and online trials of accused are now being conducted through video conferencing facility established at each jail and court. An amount of Rs 3.99 crores have been incurred on providing the connectivity to jails and courts. The Haryana State is the first State to have video conferencing facility in Jails and Courts. The Haryana Police WAN which was established in the year 2004 by M/s HCL Infosystems Limited had also been connected on Haryana State Wide Area Network. Presently 200 sites of the Haryana Police WAN have been converged on this network. The network at present is being used by various departments for video, voice and data transfer. Under this network 430 VOIP Phones have been provided to Senior functionaries of the State. The video conferencing facility established State Headquarter and District Headquarters are also being used extensively by various departments. Further various departments such as Food & Supply Department, Transport, Treasury, etc. are using this network for their online applications. Haryana Police is using this network extensively for its various applications and day to day communication. Also, VOIP facility is further extended to all the Block Development and Panchayat Officers. In addition to these offices, 497 additional offices of various departments such as Transport, Health, Food & Supply, Director Public Relation, Head offices of Departments/Boards/Corporations etc/ located at Panchkula, Haryana Police are being connected horizontally on this network in its third phase for which the system integrator i.e. M/s Bharti Airtel has been finalized and the said system integrator has started the delivery of the equipment after initial survey of the sites. The system integrator i.e. M/s Bharti Airtel has delivered equipments at 497 sites and installation is in progress. The 1st acceptance test has already been initiated from 20.12.10 is to further mention that an additional 111 sites of PWD B&R, Panchayat and Archives are being connected by M/s Bharti Airtel for which an additional purchase order has been issued on 25.11.10. This network shall be further integrated with Haryana State Data Centre which shall be established in the same premises i.e. Haryana New Secretariat, Sector-17, Chandigarh. | | ||||||||||
